The development of modern electronic communications networks and the reduction of construction costs were the focus of a meeting organized by the Ministry of Infrastructure and Energy (MIE) in cooperation with the Electronic and Postal Communications Authority (AKEP).
The meeting was held within the framework of the consultation process for the draft law “On Measures to Reduce the Costs of Deploying Very High Capacity Electronic Communications Networks” – the Gigabit Infrastructure Act, an initiative aimed at creating more favorable conditions for the expansion of digital infrastructure in the country, in line with European standards for the development of very high capacity networks, as well as the harmonization of Albanian legislation with the regulatory framework of the European Union.
In her opening remarks, the Deputy Minister of Infrastructure and Energy, Ms. Enkelejda Muçaj, described the draft law as an important step in supporting digital transformation and the development of modern electronic infrastructure.
Meanwhile, the Chairman of AKEP, Mr. Gentian Sala, emphasized that the deployment of very high-capacity networks requires coordinated institutional cooperation and continuous dialogue with operators and stakeholders in order to ensure sustainable and competitive market development.
During the event, representatives of MIE presented the main innovations introduced by the draft law, which transposes into Albanian legislation Regulation (EU) 2024/1309 of the European Parliament and of the Council on measures to reduce the cost of deploying Gigabit networks.
The discussions focused on facilitating procedures for the deployment of VHCN (Very High-Capacity Networks), interinstitutional coordination, technical standards, and the establishment of a more efficient framework for the development of electronic communications infrastructure.
Representatives of institutions, operators, and market stakeholders presented comments and suggestions on the draft law as part of the public consultation process.
The draft law has been published in the Electronic Register for Public Notifications and Consultations, as well as on the official website of MIE.
The public consultation process will continue until 14 May 2026.
