About AKEP
The Electronic and Postal Communications Authority (AKEP) is the regulatory body in the electronic communications and postal services field, which supervises the regulatory framework provided for in the law on electronic communications and the law on postal services, and development policies defined by the Council of Ministers.
The institutional role, functions, and competencies as a regulatory body in the electronic communications and postal services field are provided for in the material legislation on electronic communications and postal services in the Republic of Albania.
AKEP is a legal, public, non-budgetary person, headed by the Steering Council, which is independent in making decisions and abides by its own adopted internal regulation. The Steering Council comprises 5 members appointed by the Parliament upon the proposal of the Council of Ministers.

Steering Council

Tomi Frashëri
Chairman
Born in Tirana in 1983.He graduated from Tirana's "Asim Vokshi" Foreign Language High School with honors (1997-2001).
During 2002-2006, he attended the full-time Undergraduate Law Course at the Paris II Panthéon-Assas University. He defended the Master of Science degree (Master 2) in Advanced Public Law with the thesis entitled “Administrative Right to Probation and new Information and Communication Technologies”. He graduated from the Paris Justice Faculty in the 2007 academic year. During 2007-2010, he worked as a research scientist at the Cujas Institute at Paris II Panthéon-Assas University; whereas, from 2010 to 2014, he worked as Chargé de Mission at the French Ombudsperson (Défenseur des droits) in the sectors of grievance redress, access to process rights and general judicial affairs. During these years, he participated in drafting the Road Code and the legal emigrant treatment reforms. In 2014, he was invited to work as part of the Albanian Prime Minister’s Cabinet as Advisor on Diplomatic and Protocol Coordination, thus organizing and holding public events, multilateral summits, and high-level state visits of special importance both domestically and abroad, as well as drafting and supervising the Republic of Albania Ceremonial reform and that of public recognition of the Prime Minister. During 2017-2018 he chaired the Technical Secretariat of the Nationwide Year of Gjergj Kastrioti Skanderbeg, with three majestic exhibitions («Three days of the Morning Star»; «Everlasting Wisdom» and «Restored Map of Gjergj Kastrioti Skanderbeg») and the Grand International Albanology Conference in honor of the National Hero (May - November 2018). In December 2019, he was elected AKEP Steering Council Chair by the Albanian Parliament. An author of various publications in the field of law and history, Tomi Frashëri is a laureate of Economic and Sociological Sciences of the French Academy of Moral and Political Sciences and Charles de Gaulle Foundation in Constitutional Law. He is also a founding member of the Albanian Youth Academy, in the framework of the Academy of Sciences, and a representative in its forums (Commission of Legal, Social, and Economic Sciences). He is fluent in French, English, and Italian.

Edlira Dvorani
Member
Ms. Edlira Dvorani is an expert of economics and finance, having earned a degree in Economics from the University of Tirana in 1992.
She has a long career in the field of financial markets, having worked as an expert in the field of insurance and as head of insurance companies. Based on the relevant contemporary qualifications obtained over the years at renowned global companies, she has provided her notable contribution to the technical and management structures of the insurance companies she has worked at, namely at INSIG sh.a., for the development and administration of insurance products and company management. While in the position of General Director (2014-2016), she successfully managed and carried out the complex privatization process at INSIG sh.a. Prior to her appointment as an AKEP Steering Council Member, Ms. Dvorani held the position of Advisor for Market Analysis and Research as well as Insurance Risk Management, at the General Director of ANSIG sh.a.

Ketrin Topçiu
Member
Ms. Ketrin Topçiu is a legal expert with several years of experience in public administration and has been involved in various international projects that assist legal reforms and legislation drafting and implementation in accordance with “acquis communautaire”.
She holds a Law degree from the University of Tirana, obtained in 1991. Afterward, she pursued post-university studies and graduated with a Master’s degree in European Studies. Since several years ago, she has been working as a Lecturer of Law and Administrative Procedures and is a PhD Candidate in comparative studies for the alignment of the Albanian legislation with EU-Law. Prior to her appointment as an AKEP Steering Council Member, Ms. Topçiu held several positions in other institutions, such as: INSIG, Insurance Supervision Commission, Ministry of Justice, etc. Since 2006, she has been working as a legal expert at various international organizations operating in Albania to align Albanian legislation with European legislation.

Xhoana Lilaj
Member
Ms. Xhoana Lilaj was born in 1984, graduated from the University of Studies in Bari in 2009 with a degree in Jurisprudence. She holds the title of “Lawyer” in the Republic of Albania.
Ms. Lilaj has vast experience in Public Administration, in the capacity of attorney at the Ministry of Economy, Trade, and Energy. During 2014 - 2016, she held the position of the EU Acquis Alignment Director at the Ministry of European Integration, contributing toward and assisting in legal reforms, drafting, and harmonization of the Albanian legislation with that of the European Union. Ms. Lila is an experienced expert trainer in Non-Profit Institutions. Furthermore, she has worked as an External Legal Consultant at Albtelecom sh.a, and has academic experience as a Lecturer of Civil Procedure Law. On 13.03.2019, Ms. Lilaj was appointed as an AKEP Steering Council Member by the Parliament of the Republic of Albania.

Lorenc Bako
Member
Mr. Lorenc Bako earned a degree in Electronic Engineering in 1997 and later specialized in computer network design and maintenance.
Since 1998, he has held leading technical and administrative positions at several electronic service network operators. From May 2014 to September 2017, he worked as an ICT Advisor of the Minister of Innovation and Public Administration. During this time, he has worked for the platform of public service provision at the front desk and mainly online. He has also held the position of the Technical Committee Chairperson for the projects of the “Digital Albania” program, part of the Albanian Government’s Regional Development Fund.
During 2017 - 2019, he worked as an ICT project Consultant in cooperation with UNDP, World Bank, and the CEC. In 2019, he worked at the MIE in the Broadband Development and Spectrum Policy Department for a brief time.
During 2019-2021, he worked at the Albanian Power Corporation as the Director of the Automatization and ICT Directorate, where he carried out innovative projects concerning corporate administration and production, as well as in the data transmission and system security area. Moreover, Mr. Bako has attended numerous trainings and obtained national and international certifications, including RIPE, ITU, EGA, ICDF, etc.
Since 2000, he has also been involved in the academic world as the technical leader of many graduates in the Faculty of Information Technology at the Polytechnic University of Tirana. He speaks English, Italian, and French. On 03.02.2021, Mr. Bako was appointed as an AKEP Steering Council Member by the Parliament of the Republic of Albania.
