About AKEP
The Electronic and Postal Communications Authority (AKEP) is the regulatory body in the field of electronic communications and postal services, which oversees the regulatory framework defined by the Law on Electronic Communications, the Law on Postal Services, and the development policies established by the Council of Ministers.
The role, functions, and institutional competences of AKEP as the regulatory authority in the field of electronic communications and postal services are defined in the substantive legislation governing these areas in the Republic of Albania.
AKEP is a public, non-budgetary legal entity, managed by the Steering Council, which operates independently in its decision-making and functions based on its internal regulations, approved by the Council itself. The Steering Council consists of five members, who are appointed by the Parliament upon the proposal of the Council of Ministers.

Steering Council
Gentian Sala
Chairman
Upon the proposal of the Council of Ministers and by Decision of the Parliament of the Republic of Albania No. 8, dated February 17, 2025, Mr. Gentian Sala was appointed Chairman of the Steering Council of the Electronic and Postal Communications Authority (AKEP) for a five-year term.
Mr. Sala holds a degree in Law from the Faculty of Law at the University of Tirana (2001) and a Master’s degree in European Studies from the same university. He has held the professional title of Attorney since 2004.
At the beginning of his career, Mr. Sala served for four years as an activist with the Albanian Helsinki Committee, where he contributed to important human rights projects, including the documentation of facts and testimonies related to the genocide against Albanians of Kosovo during the 1999 war, as well as the monitoring of prisons and pre-detention facilities in Albania.
He later led the non-profit organization Blej Shqip (“Buy Albanian”) for five years, focusing on the promotion of Albanian products. Mr. Sala also has extensive experience as an administrator and shareholder in various Albanian companies, spanning over a decade.
From 2014 to 2021, Mr. Sala served as Chairman of the Audiovisual Media Authority (AMA), where, under his leadership, several nationally significant processes were successfully implemented, including:
-The completion of the transition from analogue to digital broadcasting,
-The release of frequency bands from illegal transmissions,
-The provision of free-to-air programming and the diversification of program offerings for the public.
From 2021 until his appointment as Chairman of AKEP, Mr. Sala served as Coordinator of the Albania - Kosovo Intergovernmental Coordination Secretariat, within the offices of the two Prime Ministers. In this role, he made a significant contribution to strengthening cooperation between the two countries and advancing joint initiatives.
Edlira Dvorani

Ms. Edlira Dvorani is an expert of economics and finance, having earned a degree in Economics from the University of Tirana in 1992.
She has a long career in the field of financial markets, having worked as an expert in the field of insurance and as head of insurance companies. Based on the relevant contemporary qualifications obtained over the years at renowned global companies, she has provided her notable contribution to the technical and management structures of the insurance companies she has worked at, namely at INSIG sh.a., for the development and administration of insurance products and company management. While in the position of General Director (2014-2016), she successfully managed and carried out the complex privatization process at INSIG sh.a. Prior to her appointment as an AKEP Steering Council Member, Ms. Dvorani held the position of Advisor for Market Analysis and Research as well as Insurance Risk Management, at the General Director of ANSIG sh.a.
Diana Dervishi

Mrs. Diana Dervishi has been appointed as a Member of the Steering Council of the Electronic and Postal Communications Authority (AKEP), by Decision No. 54 of the Assembly of the Republic of Albania, dated April 2, 2026.
She graduated from the Faculty of Law at the University of Tirana in 1997. Mrs. Dervishi has extensive professional experience in public administration and in the justice system.
During the period 2023 - 2025, she served as Advisor to the High Inspector of Justice. From 2005 to 2023, she held the position of Secretary General at the Competition Authority. Earlier in her career, she worked as a legal specialist at the National Privatization Agency (1999 -2002) and as Assistant State Advocate at the Office of the State Advocate General (2002-2005).
Since 2005, Mrs. Dervishi has held the professional title of “Attorney-at-Law.” She has participated in numerous international-level training programs in the field of law and competition practices, as well as in other areas of law.
Armer Juka
Member
Armer Juka was appointed as member of the Steering Board of AKEP, the Albanian national regulatory authority of electronic communications and postal services, by decision of the Parliament of the Republic of Albania in September 2023. Prior to that, he served as an advisor to the Chairman of the Steering Council of AKEP.
Mr Juka is a lawyer since 2009, with a broad and varied experience in the private and public sectors. He served as a state attorney in the field of arbitration and international disputes in the years 2012-2014. Mr. Juka has also a long managerial experience and expertise in corporate and commercial matters.
He graduated in law from Paris II Panthéon-Assas, France (2007), where he also completed his master’s studies in EU competition law (2009). Mr. Juka holds a Master's degree (LL.M.) in International Law from University College London, United Kingdom (2015), sponsored by a Chevening scholarship.
He speaks English, French and Italian.
