About AKEP

The Electronic and Postal Communications Authority (AKEP) is the regulatory body in the electronic communications and postal services field, which supervises the regulatory framework provided for in the law on electronic communications and the law on postal services, and development policies defined by the Council of Ministers.

The institutional role, functions, and competencies as a regulatory body in the electronic communications and postal services field are provided for in the material legislation on electronic communications and postal services in the Republic of Albania.

AKEP is a legal, public, non-budgetary person, headed by the Steering Council, which is independent in making decisions and abides by its own adopted internal regulation. The Steering Council comprises 5 members appointed by the Parliament upon the proposal of the Council of Ministers.

Edlira Dvorani

Member

Ms. Edlira Dvorani is an expert of economics and finance, having earned a degree in Economics from the University of Tirana in 1992.
She has a long career in the field of financial markets, having worked as an expert in the field of insurance and as head of insurance companies. Based on the relevant contemporary qualifications obtained over the years at renowned global companies, she has provided her notable contribution to the technical and management structures of the insurance companies she has worked at, namely at INSIG sh.a., for the development and administration of insurance products and company management. While in the position of General Director (2014-2016), she successfully managed and carried out the complex privatization process at INSIG sh.a. Prior to her appointment as an AKEP Steering Council Member, Ms. Dvorani held the position of Advisor for Market Analysis and Research as well as Insurance Risk Management, at the General Director of ANSIG sh.a.

Lorenc Bako

Member

Mr. Lorenc Bako earned a degree in Electronic Engineering in 1997 and later specialized in computer network design and maintenance.
Since 1998, he has held leading technical and administrative positions at several electronic service network operators. From May 2014 to September 2017, he worked as an ICT Advisor of the Minister of Innovation and Public Administration. During this time, he has worked for the platform of public service provision at the front desk and mainly online. He has also held the position of the Technical Committee Chairperson for the projects of the “Digital Albania” program, part of the Albanian Government’s Regional Development Fund.
During 2017 - 2019, he worked as an ICT project Consultant in cooperation with UNDP, World Bank, and the CEC. In 2019, he worked at the MIE in the Broadband Development and Spectrum Policy Department for a brief time.
During 2019-2021, he worked at the Albanian Power Corporation as the Director of the Automatization and ICT Directorate, where he carried out innovative projects concerning corporate administration and production, as well as in the data transmission and system security area. Moreover, Mr. Bako has attended numerous trainings and obtained national and international certifications, including RIPE, ITU, EGA, ICDF, etc.
Since 2000, he has also been involved in the academic world as the technical leader of many graduates in the Faculty of Information Technology at the Polytechnic University of Tirana. He speaks English, Italian, and French. On 03.02.2021, Mr. Bako was appointed as an AKEP Steering Council Member by the Parliament of the Republic of Albania.

Armer Juka

Member

Armer Juka was appointed as member of the Steering Board of AKEP, the Albanian national regulatory authority of electronic communications and postal services, by decision of the Parliament of the Republic of Albania in September 2023. Prior to that, he served as an advisor to the Chairman of the Steering Council of AKEP.

Mr Juka is a lawyer since 2009, with a broad and varied experience in the private and public sectors. He served as a state attorney in the field of arbitration and international disputes in the years 2012-2014. Mr. Juka has also a long managerial experience and expertise in corporate and commercial matters.
He graduated in law from Paris II Panthéon-Assas, France (2007), where he also completed his master’s studies in EU competition law (2009). Mr. Juka holds a Master's degree (LL.M.) in International Law from University College London, United Kingdom (2015), sponsored by a Chevening scholarship. He speaks English, French and Italian.
